The Institution provides an inclusive and supportive learning environment, assisting learners to recognise their individual potential and engage in life-long learning.

Under the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021, the Institution must have processes in place to ensure the information, wellbeing and safety needs of all learners are met.

Immigration New Zealand requires all learners with a student visa to be bona fide learners and behave in a manner appropriate to genuine learners. The Institution is required to report to Immigration New Zealand any known or suspected breaches of visa conditions by the international learners and notify Immigration New Zealand of terminations of enrolment.

This policy outlines academic attendance and attainment expectations for international learners studying with the Institution, and operational procedures for supporting learners who do not meet these standards.

Attainment: The academic engagement and progress of a learner, including participation in learning activities, submission of assessment tasks, and successful completion of courses in which the learner is enrolled.

Institution: the Institution that is referred in this policy is Future Skills Academy or Ashton Warner Academy.

International learner - A foreign learner who does not have citizenship or permanent residency status, studying in New Zealand on a student visa from Immigration New Zealand.

Te Kaihāpai - The Academic Director (or delegate) who exercises delegated authority to resolve academic appeals, complaints, and learner disciplinary matters not resolved at a lower level for each business division.

  1. International learners are required to attend 100% of scheduled classes, unless there is a valid reason, such as illness or emergency, in accordance with their student visa conditions.
  2. Satisfactory attendance and attainment are defined as:
    1. Attending 100% of scheduled classes or notifying the Institution of reason for absence. Learners must provide sufficient evidence of absence, such as a medical certificate.
    2. Active participation in all learning activities.
    3. Timely submission of all assessments.
    4. Passing at least half of the courses in which the learner is enrolled in any academic year.
    5. Successfully passing courses in which the learner is enrolled for a second time.
  3. Academic staff are expected to be proactive at the first signs of poor attendance, participation, or attainment by referring learners to Learning Support or Student Success.
  4. Academic staff are expected to collaborate with Learning Support and Student Success to implement support mechanisms to assist the learner to meet expectations.
  1. At the commencement of each programme, Student Success and Heads of Department are responsible for ensuring that international learners are advised of attendance and attainment expectations.
  2. International learners with unsatisfactory attendance or attainment levels, as defined above, will be subject to the following interventions by Student Success, Heads of Department and/or Te Kaihāpai.
  3. The learner will be invited to an initial meeting with the Head of Department and Student Success. Depending on the circumstances, support interventions will be offered to the learner, and they may be issued a first written notification letter reminding them of their obligations as a learner (Appendix A).
    1. If after fourteen (14) working days the learner’s attendance or attainment is still below the acceptable level, a second letter of notification (Appendix B) is activated requesting the learner to meet with Te Kaihāpai, Head of Department and Student Success within a short period of time, usually five (5) working days.
    2. At this point, either the learner enters into a signed agreement (Appendix C), or the Te Kaihāpai may decide to commence proceedings to terminate the learner’s enrolment. This would usually be the case if the learner does not attend the requested meeting.
    3. If the learner does not comply with the signed agreement, there will be a final meeting to investigate the situation before instigating the termination of the learner’s enrolment.
    4. In the event that an international learner’s enrolment is terminated, the Registrar is responsible for notifying INZ immediately.
  4. Copies of letters are required to be attached to the learner notes in the Student Management System (SMS).
  5. Where a learner with a history of poor attendance or attainment returns to study after a study break or beginning of an academic year, it is recommended the learner enters into a signed agreement prior to class commencement. (Appendix C).

Approved policies and procedures are always intended to comply and conform with the current Ministry of Education, Tertiary Education Commission (TEC), New Zealand Qualifications Authority (NZQA,) and other external agency legislation requirements and procedures.
